A broadband cooperative, or co-op, is a community-owned organization that provides high-speed internet to the people it serves. Unlike traditional internet companies, a co-op is owned by the people who subscribe to its service, giving them a direct voice in decisions and leadership.
The co-op’s owners are its members, and its members are the subscribers to the broadband service. Members have a stake in the co-op’s success and a say in its operations. They elect the board of directors and vote on major decisions, ensuring the service reflects the community’s needs. Initially, a steering committee made up of local representatives is guiding the co-op’s development.
Steering committee participants include representatives from major municipalities, unincorporated areas, farm bureaus and water districts, and West Hills Community College District. As the project progresses, subcommittees from nonprofit, farm, and broadband infrastructure sectors will also be identified.
The steering committee ensures the co-op addresses the unique needs of their communities. They oversee the co-op’s progress, seat the first board of directors, and help set the foundation for future operations.
Unlike for-profit providers, a co-op is locally owned and controlled. Its primary goal is to serve the community rather than generate profits. Decisions are made with the members’ best interests in mind, ensuring equitable access to reliable internet.

The formation of RuBICON, the local Rural Broadband Internet Co-Op Network, was funded by a USDA grant. The co-op will continue to fundraise for infrastructure development and construction through grants, loans, and equity offers for members. Revenue generated from members’ subscriptions will sustain the co-op’s operations, with any excess profits returned to the members.
The co-op may use some existing infrastructure but will also identify and build what’s needed to create a reliable, long-term broadband solution tailored to the community’s needs.
